ตื่นเช้าวันนี้ นั่งจิบกาแฟแล้วนึกถึงอดีตครับ... ย้อนไปตั้งแต่วันแรกที่เริ่มทำเรื่อง ความร้อนใต้พิภพ (Geothermal) กับการไฟฟ้าฝ่ายผลิต (กฟผ.) ก่อนจะขยับขยายไปสู่โลกของการสำรวจและผลิตก๊าซธรรมชาติในอ่าวไทยกับ Unocal ต่อด้วย ปตท.สผ. และไปจบเส้นทางก่อนเกษียณที่อินโดนีเซีย
ตลอด 50 ปีที่ผ่านมา ผมเห็นกับตาว่า "ก๊าซธรรมชาติ" เปลี่ยนจากความว่างเปล่าในอ่าวไทย มาเป็นกระดูกสันหลังที่ขับเคลื่อนเศรษฐกิจไทยให้รุ่งเรืองได้อย่างไร คำถามคือ... อะไรคือ "กุญแจ" สำคัญของความสำเร็จนั้น?
คำตอบไม่ใช่แค่เรามีทรัพยากรครับ แต่คือ "พระราชบัญญัติปิโตรเลียม พ.ศ. 2514" ที่ชาญฉลาดในยุคนั้น มันคือการวางกติกาที่ชัดเจน ลดความเสี่ยงให้นักลงทุน และสร้างความเชื่อมั่นให้เงินทุนมหาศาลไหลเข้ามาขุดเจาะจนเรามีพลังงานใช้ถึงวันนี้
"ถ้าเราอยากให้ Geothermal เป็น New S-Curve ของพลังงานไทย เราต้องใช้ Model ความสำเร็จของปิโตรเลียมมาประยุกต์ใช้"
กลับมามองที่วันนี้... ผมมีความฝันใหม่ครับ
ผมเชื่อว่าไทยเรามีศักยภาพ "พลังงานความร้อนใต้พิภพ" ไม่น้อยเลย โดยเฉพาะถ้าเรามองผ่านแว่นตาใหม่ๆ อย่างความสำเร็จของ Fervo Energy ในอเมริกาที่ใช้เทคโนโลยีขุดเจาะแนวราบเข้ามาช่วย บวกกับโลกยุคนี้ที่เรามี AI มาช่วยวิเคราะห์ธรณีวิทยาได้อย่างแม่นยำ ซึ่งสมัยผมทำปิโตรเลียมเรายังไม่มีเครื่องมือล้ำสมัยขนาดนี้ด้วยซ้ำ
ผมจึงขอ "คิดดังๆ" ฝากไปถึงท่านผู้รับผิดชอบ และกำหนดนโยบายพลังงานและท่านสมาชิกสภาฯ ครับว่า... ถ้าเราอยากให้ Geothermal เป็น New S-Curve ของพลังงานไทย เราต้องใช้ "Model ความสำเร็จของปิโตรเลียม" มาประยุกต์ใช้ โดยการตรา "พ.ร.บ. พลังงานความร้อนใต้พิภพ" ขึ้นมาครับ
ข้อสรุปเชิงนโยบาย: "ปลดล็อกความร้อนใต้พื้นดิน เพื่อความมั่นคงที่ยั่งยืน"
1. ปัญหาที่เราเจอ
เราพึ่งพาการนำเข้า LNG สูงเกินไป จนค่าไฟเราผันผวนตามตลาดโลก พลังงานสะอาดอย่างลมหรือแดดก็ยังไม่สม่ำเสมอ (Intermittent) แต่ Geothermal คือพลังงานสะอาดชนิดเดียวที่เป็น Baseload (ผลิตได้ตลอด 24 ชม.)
2. ทางออก — "พ.ร.บ. ความร้อนใต้พิภพ" 4 เสาหลัก
- ความชัดเจนของสิทธิ: มีแปลงสัมปทานสำรวจเหมือนปิโตรเลียม
- กลไกลดความเสี่ยง: มีกองทุนช่วยแบ่งเบาภาระค่าขุดเจาะในช่วงแรก (De-risking)
- จูงใจทางการคลัง: ระบบภาษีและการชดเชยต้นทุน (Cost Recovery) ที่เป็นธรรม ตลอดจนถึง adder เหมือนที่เราเคยใช้ส่งเสริมพลังงานแสงอาทิตย์ช่วงเริ่มแรก
- สิทธิในการเชื่อมต่อ: ให้สิทธิ Geothermal เข้าระบบสายส่งก่อนในฐานะพลังงานฐาน (Baseload Priority)
3. ประโยชน์ต่อประเทศ
- Skill Migration: เรามีวิศวกรและนักธรณีเก่งๆ จากสายปิโตรเลียมอยู่แล้ว สามารถย้ายมาทำเรื่องนี้ได้ทันที ไม่ต้องนับหนึ่งใหม่
- Net Zero 2065: นี่คืออาวุธลับที่จะทำให้เราบรรลุเป้าหมายคาร์บอนต่ำได้จริง
- Energy Autonomy: มันคือ "พลังงานใต้เท้าเราเอง" ไม่ต้องง้อการนำเข้าจากใคร
ผมเชื่อมั่นว่าถ้าเราเริ่ม "วางรากฐานกฎหมาย" วันนี้ ด้วยเทคโนโลยีและ AI ที่เรามี เราจะไม่ต้องรอถึง 50 ปีเหมือนปิโตรเลียม แต่เราจะเห็นความโชติช่วงชัชวาลครั้งใหม่จากพลังงานความร้อนใต้พิภพได้อย่างรวดเร็วแน่นอน

I woke up this morning, sipped my coffee, and found myself reflecting on the past... Back to the very beginning, when I first worked on geothermal energy with the Electricity Generating Authority of Thailand (EGAT), before moving into natural gas exploration in the Gulf of Thailand with Unocal, then PTTEP, and finally retiring from a role in Indonesia.
Over those 50 years, I witnessed firsthand how natural gas transformed from an empty promise in the Gulf of Thailand into the backbone that drove Thailand's economic prosperity. The question is — what was the real key to that success?
The answer is not simply that we had resources. It was the Petroleum Act of 1971 — a visionary piece of legislation for its time. It established clear rules, reduced investor risk, and built the confidence needed to attract the enormous capital that funded the drilling which powers Thailand today.

Looking at Today — I Have a New Dream
I believe Thailand has significant geothermal energy potential — especially when viewed through a modern lens. Fervo Energy in the United States has demonstrated what horizontal drilling technology can do. Combine that with AI-driven geological analysis that simply didn't exist in my petroleum days, and the opportunity is extraordinary.
I would like to respectfully put forward a thought to those responsible for energy policy and to members of parliament: if we want geothermal to become Thailand's new energy S-Curve, we must apply the petroleum success model — specifically, by enacting a Geothermal Energy Act.
Policy Brief: "Unlock the Heat Beneath Our Feet for Lasting Energy Security"
1. The Problem
Thailand relies too heavily on LNG imports, leaving electricity prices vulnerable to global market swings. Renewable sources like wind and solar remain intermittent. Geothermal is the only clean energy source that provides true baseload power — generating electricity 24 hours a day, regardless of weather.
2. The Solution — A Geothermal Act: 4 Pillars
- ✅ Clear Rights: Establish exploration concession blocks, mirroring the petroleum framework
- ✅ Risk Reduction: Create a de-risking fund to share early-stage drilling costs
- ✅ Fiscal Incentives: Fair cost recovery and tax structures, with an adder similar to what accelerated early solar adoption
- ✅ Grid Access Rights: Grant geothermal baseload priority connection to the transmission system
3. National Benefits
- Skill Migration: Thailand already has world-class petroleum engineers and geoscientists who can transition immediately — no starting from scratch
- Net Zero 2065: Geothermal is the hidden weapon that can actually deliver on our low-carbon commitments
- Energy Autonomy: This is energy literally beneath our feet — no imports required
I am convinced that if we lay the legal foundation today — backed by the technology and AI tools now available to us — we will not need to wait 50 years as we did with petroleum. A new era of energy prosperity, powered from beneath our own soil, is well within reach.
